Dubuque mother faces felony charge after 4-year-old daughter found a mile from home

DUBUQUE, Iowa (KWWL) – A woman has been arrested and charged with abandonment after her 4-year-old daughter was found walking alone a mile from her residence.  And it’s not the first time.

40-year-old April D. Khuram of Dubuque was arrested Sunday afternoon.  This is the third such incident in the past month.

According to court documents, a passerby saw the girl in the area of Hill and West Fifth St. about 1 p.m. Sunday, August 4.  The person notified authorities.  Meanwhile, Khuram notified authorities that her daughter was missing at the same time the passerby was being questioned.  Khuram told authorities she fell asleep and that’s when the girl must have left the home.

Khuram faces a felony charge of abandonment or neglect of a dependent person.

The past two times, the girl was placed back into Khuram’s custody.  This time, the girl has been placed in foster care.
