(NBC)–The Trump administration is expected to release a new proposal on immigration today.  The administration says, the plan will emphasize skills and education by providing a civics test for all applicants.  In addition, to new fees collected at the border, that will apparently help build the wall.

The immigration proposal outlines a border wall completion in 33 designated areas and scanning improvements at ports of entry. The plan’s main portion mandates immigrants pass a civics test, which will have language skills and education level requirements.

President Trump’s plan does not address the millions of immigrants already in the country “illegally”, the status of dreamers or touches on the DACA program that involve children brought to the U.S. illegally.

Lawmakers from both sides say, the plan is unlikely to get through Congress.
