UPDATE: Man shot by police officer in West Des Moines dies, officer put on paid leave


UPDATE: In a press release from the Iowa Division of Criminal Investigation an independent investigation was conducted into an officer-involved shooting, which took place in West Des Moines on Friday, September 18, 2020.

On Friday, September 18, 2020, at approximately 6:30 p.m., officers from the Clive Police Department and the West Des Moines Police Department arrived at 4300 Woodland Avenue in West Des Moines, for the purpose of arresting 45-year-old Scott Heisler for violation of a No Contact Order. Each officer was outfitted with an operational body camera.

The investigation documents state, officers made contact with Heisler at the front door of his home and informed him he was being arrested.

Heisler, who was standing in the doorway, said that prior to going with police, he was going to retrieve his phone from inside his home.

Heisler walked away from the officers, who followed Heisler up a set a stairs.

According to the investigation files, once inside the home, Heisler grabbed a gun and threatened the officers. The officers' attempts to de-escalate the situation were not successful. 

West Des Moines Police Department Sergeant Kraig Kincaid fired one round from his service weapon, striking Heisler. Kincaid is a 16-year-veteran of the department. 

All officers on scene attempted lifesaving measures and requested advanced medical assistance.

Heisler was transported by ambulance to an area hospital, where he was later pronounced dead. 

Per departmental policy, Sergeant Kincaid has been placed on paid administrative leave.

The DCI received assistance in this investigation from the Des Moines Police Department Crime Scene Unit. 

WEST DES MOINES, Iowa (WHO) - An individual is hospitalized after getting shot by a police officer in West Des Moines Friday evening. The West Des Moines Police Department was assisting the Clive Police Department in investigating a crime that occurred sometime prior in Clive.

The investigation led them to a residence in the 4300 block of Woodland Avenue around 6:30 p.m. A police officer encountered an individual and the officer subsequently fired their weapon, according to a West Des Moines police spokesperson.

The person was shot and transported to a hospital. The person’s name and condition have not been released. Police said there were multiple officers on the scene at the time of the shooting, but only one officer fired shots.

They did not say whether it was a West Des Moines or Clive officer who fired. Details on what led to the shooting have not been released. No officers were injured in the incident.

There is no current danger to public safety related to the incident, according to the West Des Moines Police Department. The Division of Criminal Investigation is now investigating the shooting.
